Established by Pius VII in 1797 from the combination of the Commissariato della mare (ID VATV791-A) and Commissariato delle armi (ID VATV792-A). In 1800 the congregation was made dependent on the secretary of state (ID VATV035-A). After being abolished by the Roman republic and later by the French, the congregation was reestablished in 1801 and 1815, respectively.
